In 2025, the IMPO established a recurring focus group, designed to be a collaborative, discussion-based approach to public engagement, and branded as the SERV Committee (Strategically Elevating Regional Voices). SERV organizers recruit and engage participants whose voices are not typically heard, and who come from communities that are most likely to be left out of the traditional planning, funding, and decision-making process. Recognizing that these individuals often have limitations on their time, childcare needs, and transportation options, participants are compensated in exchange for committing to the year-long engagement, including participation in every session and reviewing assigned materials in advance that pertain to the upcoming session’s topic.
Each year, five 90-minute sessions are held every six to eight weeks on topics that feature Central Indiana’s regional planning priorities. The agendas are structured to include a subject matter expert who can bring committee participants up to speed on the topic, while including opportunities to stop for discission throughout the session. Conversation facilitators ensure that everyone attending has an opportunity to ask questions, weigh in on priorities, and share their lived experiences and unique perspectives. After each meeting, SERV organizers provide personalized outreach, including post-meeting follow-ups, and establish a feedback loop that identifies shared implementation opportunities that are identified based on group discussions.
During the Winter months, the IMPO works to identify and recruit new participants for the upcoming year’s focus group. The majority of potential SERV participants are identified through an application process that the IMPO advertises on social media and in the email newsletter, and is shared by partner organizations who primarily work with underserved families and individuals.
