City of Indianapolis Arlington Avenue Corridor Study RFP

As part of the IMPO Local Planning Grant Program, the IMPO and the City of Indianapolis released a request for proposals for an Arlington Avenue Corridor Study. 

The Arlington Avenue Corridor Planning Study in Indianapolis will focus on developing a comprehensive vision and set of recommendations to improve safety, connectivity, and mobility for all users along Arlington Avenue between 56th Street and Lick Creek. This study opens up the opportunity to study connecting the Pleasant Run Trail and Pennsy Trail. The study also aims to identify multimodal infrastructure improvements, reduce traffic-related injuries and fatalities, and support future corridor development. Key tasks include an existing conditions analysis, vision & goal setting, concept development, and a draft plan that allows for easy transition into design and NEPA.

Anticipated Timeline

Questions due February 17, 2026. (Once the RFP is open, staff cannot meet outside of the official written Q&A process and any pre-bid meetings.)

Proposals are due date of March 11, 2026.

Interviews, if needed, are expected to occur the week of April 13th.
