TIP Call for Projects
Each year, the Indianapolis Metropolitan Planning Organization (IMPO) is allocated federal transportation funding from the Federal Highway Administration (FHWA) passed through the Indiana Department of Transportation (INDOT). The IMPO allocates this funding to local public agencies—including cities, towns, counties, and transit organizations—to support local transportation improvement projects such as roads, bridges, trails, and transit. The IMPO’s planning area covers nearly 1,500 square miles, encompassing Marion County and parts of Boone, Hancock, Hamilton, Hendricks, Johnson, Morgan, and Shelby Counties. It serves 36 member jurisdictions and approximately 1.78 million residents.
Working with local public agencies, the IMPO prioritizes, selects, and awards funding to projects that address needed transportation improvements. To select projects to receive the IMPO’s funding, the IMPO issues an annual “call-for-projects”. During the call-for-projects, local public agencies choose projects to submit for consideration by completing a data-driven application and committing to locally fund a portion of the project cost. Typically, the MPO funds up to 80% of construction and construction engineering costs with a 20% local match from the local public agency. The local public agency provides 100% of the funding for preliminary engineering, right-of-way acquisition, and other project costs. The process is highly competitive, with demand exceeding available funds.
The IMPO reviews all applications and develops a list of projects recommended for funding. This recommendation list is guided by the allocation goals of the Metropolitan Transportation Plan, the requirements of federal transportation programs, and the scores of projects ranked through the IMPO’s TIP project selection (scoring) criteria. The recommendation list is then reviewed, amended as needed, and adopted as a TIP amendment by the Transportation Policy Committee, composed of representatives from member agencies.
SFY 2030 & 2031 Call for Projects
Call for Projects Update
Due to the Federal Funds Exchange (FFE) agreement not being extended to SFY 2030 and beyond, the IMPO is opening the annual call for projects (CFP) on August 31st, 2026.
The call for projects will be for STBG, CMAQ and HSIP funding in state fiscal years (SFY) 2030 and 2031. The available funding totals nearly $158M, reflecting a 2-year allocation and no longer accounting for the exchange rate at $0.90 on the $1. Transportation Alternatives (TA) funding was previously awarded for SFY’s 2030 and 2031 through past calls for projects after INDOT revised the FFE agreement to exclude it from being exchanged beginning in SFY 2027. At this time, the IMPO will not be setting aside funds for potential amendment requests to ensure the full allocation is programmed.
Awarded projects should plan to go through the Federal project development process and must be able to meet an INDOT letting on or before January 2030. The short development time schedule should be considered in regard to the scope and complexity of proposed applications.
This call for projects will use the IMPO’s existing, approved selection criteria. Applications will be due via MiTIP on October 2nd for an anticipated February 2027 approval.

The IMPO is required to ensure that local agencies are compliant with ADA and Title VI requirements. LPAs that submit during the fall call for projects must also submit their up-to-date documentation to info@indympo.gov to be eligible for IMPO funding.
