Safety Action Plan

Safe Streets and Roads for All Safety Action Plan

Ensuring safe, accessible, and desirable transportation in Central Indiana is central to the IMPO’s mission. In 2020 and 2021, the IMPO Metropolitan Planning Area (MPA) saw significant rises in fatal and incapacitating car crashes, a trend which, without intervention, is unlikely to reverse itself. In 2022, the Safe Streets and Roads for All Safety Action Plan (or Safety Action Plan for short) was created, providing the first comprehensive assessment of safety at the regional level. This plan consists of several components: goal setting, safety analysis, public engagement, equity analysis, policy and process proposals, and progress reporting. Additionally, as part of this planning effort, the IMPO adopted an updated Vision Zero statement which set a goal of reducing fatal and serious crashes by 35% by 2040.

In 2024, the IMPO applied for, and was successful, in receiving a USDOT Safe Streets and Roads for All Planning Grant, and work began on a full update of the existing Safety Action Plan in the second half of 2025. In addition to refreshing safety analyses such as the High Injury Network, this new Safety Action Plan will also include new elements such as the Vulnerable Road User Assessment, which is intended to provide information on how best to improve bicycle and pedestrian safety. This update is ongoing and is scheduled for completion in the summer of 2026.
