NOTICE OF PUBLIC HEARING AND REQUEST FOR PUBLIC REVIEW AND COMMENT CONCERNING PROPOSED AMENDMENTS TO THE  2026-2029 TRANSPORTATION IMPROVEMENT PROGRAM (TIP) AND AMENDMENTS TO THE CIRCLE 2050 METROPOLITAN TRANSPORTATION PLAN (MTP) AND CONFORMITY REPORT

Notice is hereby given that proposed amendments to the 2026-2029 TIP, CIRCLE 2050 Metropolitan Transportation Plan (MTP), and the transportation conformity determination report for the Central Indiana region (conformity report) are being offered for public review and comment between February 7 and February 17, 2026. Public comments on these items may be sent in writing to info@indympo.gov or by mail to 200 East Washington Street, Suite 2322, Indianapolis, Indiana, 46204.

Notice is herby given that at 12:00 PM and 6:00 PM on Tuesday February 17, 2026 the IMPO will conduct a virtual public pre-hearing on Resolution Number 26-IMPO-001 concerning amendments to the IMPO 2050 MTP, Resolution Number 26-IMPO-002 concerning proposed non-exempt amendments to the 2026-2029 TIP, and Resolution Number 26-IMPO-003 concerning exempt amendments to the 2026-2029 TIP. Comments on the conformity report or other agenda items may also be heard. Further information can be found at www.indympo.gov/comment.

Notice is hereby given that at 9:00 AM on Wednesday, February 18, 2026, the Indianapolis Transportation Policy Committee will conduct a public hearing on Resolution Number 26-IMPO-001 concerning amendments to the IMPO 2050 MTP, Resolution Number 26-IMPO-002 concerning proposed non-exempt amendments to the 2026-2029 TIP, and Resolution Number 26-IMPO-003 concerning exempt amendments to the 2026-2029 TIP.

The hearing will be held at the MIBOR Realtor Association office located at 1912 N Meridian St, Indianapolis, IN 46202. Members of the public may make comments in person or send comments in advance to the staff member listed above. The meeting may also be viewed on Youtube at https://www.youtube.com/@indympo. At least one week before the public hearing copies of the items above and all plans and exhibits pertaining thereto will be available on the IMPO’s website at www.indympo.gov or for viewing in person, by appointment, in Room 2322 of the City-County Building, 200 East Washington Street, Indianapolis, Indiana, between the hours of 8:00 AM and 5:00 PM, Monday through Friday. Please call 317-327-7587 to arrange a time for in-person viewing of materials, as some staff may be working remotely. Written objection to a proposal may be filed with the IMPO, before the February 18, 2026 meeting at the address above (by appointment), or sent to info@indympo.org, and such objections will be considered. Public hearings may be continued from time to time as may be found necessary.

The public involvement process for the IMPO Transportation Improvement Program (TIP) is used to satisfy the public involvement process for the Program of Projects (POP) for the following Federal Transit Administration (FTA) grantees: Indianapolis Public Transportation Corporation (IndyGo) and Central Indiana Regional Transportation Authority (CIRTA).
